WASHINGTON, Jan 26 (Reuters) – The United States delivered written responses to Russian security demands on Wednesday, an important step in the fragile diplomatic process, as Russia conducted new military exercises on land and sea near Ukraine.

Secretary of State Antony Blinken said the document, delivered in person by US Ambassador to Moscow John Sullivan, addressed Russia’s concerns and raised those of the United States and its allies.

The official told reporters that the response sets out a serious diplomatic track, should Russia choose it, and has a principled and pragmatic assessment of the concerns Russia has raised.

The United States is open to dialogue, he added.
