Corona rules: What applies in which federal state

Essentially, very similar corona rules apply in the federal states – but there are differences in the details. And the rules change often. What applies where, from when and until when? An overview.


Contact restrictions, exceptions to 2G-Plus and a curfew for restaurants have been in effect since 2021.

Since January 12, there has also been an FFP2 obligation in gastronomy and retail.

Stand: January 21st


On January 19, the Bavarian Administrative Court overturned the 2G rule in retail. It had applied to all shops except those for daily needs.

The state government had previously suspended the hotspot regulation for areas with an incidence value of over 1000 and the associated lockdown – it is to be adapted to Omikron.

Stand: January 19th


On January 11, the Senate passed the “Second Ordinance to Amend the Fourth Infection Protection Measures Ordinance”. It came into effect four days later.

The decision of the Prime Minister’s Conference on quarantine and isolation had come into force across Berlin a day earlier.

Stand: January 17th


Because of the Omicron variant, the cabinet tightened the measures again. The amended Corona Ordinance came into force on January 17 and will initially apply until February 13, 2022. With the ordinance, the nationwide seven-day hospitalization incidence will become the leading indicator.

Stand January 21st


The 30th Corona Ordinance has been in force in the state of Bremen since January 21st. Among other things, it contains changes to the mask requirement for small children. In addition, the 2G plus rule applies to gastronomy, culture and leisure, for example, regardless of the warning level, at least until February 13 throughout the federal state.

On January 10th, a further tightening came into force in Hamburg, which provides access for many areas according to the 2G-plus rule: Since then, a daily updated negative corona test has also had to be submitted almost everywhere where 2G previously applied.

This does not apply to retail, where 2G continues to apply. And those who have been boosted, children and young people who are regularly tested at school do not have to show a test.

The Hessian rules essentially came into force in November and December.

However, the adjustment of the Hessian Corona Protection Ordinance, which has been in force since January 17, has changed the provisions on the isolation of infected people and the quarantine of household members and contact persons.

Mecklenburg-Western Pomerania

Mecklenburg-Western Pomerania has a Corona traffic light for the state and municipal levels. Depending on the level of a district or an independent city, certain rules apply. 2G-plus currently applies in many areas.

In addition, however, there are also nationwide uniform measures.

Lower Saxony

In Lower Saxony, the “hibernation” with warning level 3 is valid until February 2nd – it should have ended at the beginning of January. At the current warning level, 2G-plus applies almost everywhere – except for those who have been boosted, for example.

North Rhine-Westphalia

In NRW, clubs and discos have been closed for a long time, and the contact restrictions on one household plus two people for unvaccinated people already apply. Private meetings are only allowed for vaccinated and recovered people with a maximum of ten people.

A new Corona regulation came into force in Rhineland-Palatinate on December 23. Since then, spectators have been excluded from major events, clubs and discos are closed.

Stricter contact restrictions for those who had been vaccinated and those who had recovered only came into effect a few days later.

As of December 29th


Most recently, the Saarland Council of Ministers decided to relax people with a booster vaccination. With the 2G plus regulation, they do not have to submit an additional test.

Stand January 21st


Some new corona rules have been in force in Saxony since January 14th. The country’s current emergency regulation applies up to and including February 6.

It includes many relaxations for different areas, often associated with 2G or 2G-plus.

The 15th Containment Ordinance has been in force in Saxony-Anhalt since January 19th – initially until January 28th. However, it contains only a few innovations. For example, people who have been boosted are exempt from a 2G-plus test obligation from the day they are vaccinated.

Schleswig Holstein

Schleswig-Holstein had the lowest seven-day incidence nationwide for a long time last year – but was one of the first countries to be hit by the omicron wave.

On January 10, the state parliament decided on the epidemic situation. A day later, the state government tightened the corona rules, above all expanding the 2G plus rule.

Stand: January 18th


The country’s new Corona Ordinance came into force on January 23rd and is valid until February 8th. It contains simplifications for the 2G plus rule, and the upper limit of 35 people at meetings has been removed.
