The government is ‘behind the scenes’ despite the prolonged strike by the parcel delivery union, and the ruling party is ‘bystander’

The National Delivery Service Union (Chairman Jin Kyung-ho) has been on strike for over three weeks, urging CJ Korea Express to implement a social agreement. As a condition of canceling the strike, the union demanded the government verify that the parcel delivery rate increase is being properly distributed. The situation is not easy to change as the government is showing a lukewarm response and the results of the joint ministries’ joint investigation team are scheduled to come out only next week. It is pointed out that the government and the ruling party, which were the main agents of social agreement, are fading the meaning of social agreement by themselves, as they are limiting themselves to ‘labour-management issues’ and putting their hands on solving the problem.

“Let’s verify whether the rate increase distribution is true”

The parcel delivery union held a press conference at the Federation of Trade Unions in Jung-gu, Seoul on the morning of the 19th and officially proposed to the Ministry of Land, Infrastructure and Transport to verify the facts about CJ Korea Express’s rate increase. As CJ Korea Express claims, if 50% of the increase is reflected in the courier fee, it will be held with an apology to the public and a vote in favor of canceling the strike and voting for union members. Even if 50% is not reflected, if CJ Logistics promises to use it to improve treatment, the strike will be withdrawn. The union announced on the same day that it would send an official letter to the Ministry of Land, Infrastructure and Transport.

As of this day, it seems that they have come up with concessions to overcome the situation of increasing burden due to the prolonged strike, which has entered its 24th day. Chairman Jin Kyung-ho said, “With about ten days left until the Lunar New Year holidays, the union proposed the best possible solution. ” he emphasized.

If these demands are not accepted, the union’s struggle is expected to spread to the KCTU level. On the 19th, the KCTU decided to take nationwide action against CJ Group through the Central Executive Committee. On the 25th of this month, a nationwide press conference will be held, and on the 11th of next month, a resolution conference to condemn the CJ Group will be held.

The ruling party “Waiting for government inspection”

As CJ Logistics does not respond to the dialogue, there is no sign of resolving the situation, and the issues are revolving. The ruling party is in a state of letting go, saying it will wait for the results of the government inspection. On the 10th, the Labor Committee of the Democratic Party’s Presidential Candidate Election Countermeasures Committee visited Lee Jae-myung, but there has been no movement since then. The People’s Livelihood Conference of the Democratic Party of Korea, which was the subject of social consensus last year, also said that it would decide whether to hold a performance review meeting after the government check results are out.

The results of the government’s unplanned inspection of parcel delivery sites, which check whether the social agreement is being implemented, are expected to be announced only next week. According to the Ministry of Land, Infrastructure and Transport, a joint ministry investigation team, including private experts, inspected parcel delivery sites nationwide from the 12th to the 14th. A total of 5 groups, consisting of 3 people per group, checked the implementation of the social consensus for one terminal, focusing on whether sorting work was excluded. The Ministry of Land, Infrastructure and Transport’s own inspection team, which has been conducted since the 5th, continues to operate, and the Ministry of Land, Infrastructure and Transport explains that it has inspected about 20 terminals so far.

It will be announced next week,” he said. Regarding the union’s official request that day, he said, “We will review (at the Ministry of Land, Infrastructure and Transport level) depending on whether CJ Logistics will accept the proposal.” It is interpreted that the government is adhering to the position that it is not an issue for the government to intervene because the distribution of the parcel fee increase is a ‘labour-management issue’.

It is pointed out that both the government and the ruling party, which were the subject of social consensus, are taking easy actions without taking responsibility for the implementation check. Professor Na Won-jun (economics) at Kyungpook National University said, “It is an agreement that was reached by forming a social consensus according to the successive deaths of overwork. “The government and the ruling party, which were the main agents of the agreement, are also not taking an active part in checking the implementation of the agreement. “I am concerned that the history of the user’s violation of the agreement and the government’s failure to fulfill its role, in which the social agreement becomes useless, will not repeat itself,” he pointed out.

The second social agreement drawn up in June last year by the social consensus organization for countermeasures against overworked delivery workers includes the content that “the government will continuously check, manage, and support the social agreement for the smooth implementation of it.” The 21st marks the first year since the consensus organization signed the first social agreement containing the principle of clarification of classification tasks.
