Should the National Assembly deal with the Special Act on Construction Safety and the Framework Act on Construction Industry?

The amendment to the Framework Act on the Construction Industry introduces an appropriate wage system in the construction industry so that the client can pay more than the amount set by the client. Both laws are pending without being discussed in the subcommittee on the Land, Infrastructure and Transport Committee of the National Assembly.

– The Construction Safety Special Act holds safety managers accountable for management, and the Framework Act on Construction Industry can reduce industrial accidents at construction sites by introducing an appropriate wage system.

– What does the fair wage system have to do with industrial accidents? Multi-level illegal subcontracting is rampant at construction sites. In the process of subcontracting, the unit cost of construction continues to be reduced, but safety is often neglected in the workplace when working at a low unit price.

– In fact, in December 2017, after the government announced the direction to introduce the fair wage system through the ‘Measures to Improve Jobs in the Construction Industry’, 25 pilot projects were carried out at construction sites ordered by LH and Road Corporation. Industrial accidents actually decreased, and there were also effects such as an increase in workers’ wages, improvement of quality and productivity, and reduction of the level of contracting.

– These bills are ‘people’s livelihood bills’ related to people’s lives and safety, as the Democratic Party of Korea said. There is no other livelihood that is more important than the life of the people.
