At 08:00 a.m., the Special Commission CESIP – OECD has as a guest the Minister of Economy and Finance, Pedro Francke, as a member of the permanent Multisectoral Commission to promote follow-up actions of the work related to the link between Peru and the OECD. With this session, the minister is expected to report on the participation of the Economy and Finance sector in the development of the Work Plan of the aforementioned Multisectoral Commission.

At 9:30 a.m., the Constitution Commission that has on the agenda the support of Bill 841/2021-CR will meet: Constitutional Reform project on the presidential vacancy due to permanent moral or physical incapacity declared by Congress.

At 11:00 a.m., the joint session of the Health and Special COVID-19 Commissions will be held, where the Minister of Health, Hernando Cevallos, and the Minister of Education, Rosendo Serna, will be invited.

At 3:00 p.m., the Education Commission has as a guest the superintendent of SUNEDU, Oswaldo Zegarra, who will report on the last electoral process 2019 of the National University of Piura.

At 4:00 p.m., the extraordinary decentralized session of the Decentralization Commission will be held, which has as a guest the secretary of Demarcation and Territorial Organization of the PCM, Jorge Rimarachín. He will present on the problems and alternative solutions of the process of sanitation and territorial delimitation.

PATRICIA CHIRINOS WILL BE INVESTIGATED BY THE ETHICS COMMISSION

The Ethics Commission of the Congress has approved to investigate the parliamentarian of Patricia Chirinos (Avanza País) for allegedly violating the Code of Ethics by insult President Pedro Castillo at a rally in favor of presidential vacancy.

The report was supported by the congressmen of Peru Libre, Waldemar Cerrón, Flavio Cruz, María Agüero, Kelly Portalatino and Elías Varas. Congressmen Carlos Anderson (Podemos Peru), Ruth Luque (Together for Peru), Hitler Saavedra (Somos Peru), Eduardo Salhuana (APP) and Rosio Torres (APP) were also in favor of the investigation.

Against were the legislators of Fuerza Popular, Mery Infantes, Jorge Morante and Juan Lizarzaburu were against investigating Chirinos, and Diego Bazán (Avanza País).

Luis Aragón (Popular Action) and Javier Padilla (Popular Renovation) decided to abstain.

PROPOSE TO CREATE REGIONAL OFFICE OF DISASTER RISK MANAGEMENT

the congresswoman Norma Yarrow (Advance Country), has presented a bill that proposes the creation of the Regional Office for Disaster Risk Management.

According to the parliamentarian, the legislative initiative seeks that regional governments can directly mitigate the damage that natural disasters can create in their respective jurisdictions.

“We are proposing that all regional governments create the Regional Office for Disaster Risk Management, in this way there will be a regional policy in accordance with the provisions of the Law that creates SINAGERD, State Policy 32 ‘Disaster Risk Management Disasters’ and the National Policy for Disaster Risk Management by 2050″, the document reads.

The initiative also highlights that only regional governments are considered, since “many municipalities (…) do not have the budget”.

However, he adds that “This legislative proposal does not incur additional expenses to the national treasury because the implementation of the Regional Office for Disaster Risk Management will be charged to the institutional budget of each regional government.
