“Reoccurrence of ‘Woncheong Gapjil’ by South Korea’s Human Rights Commission complaint

The public transport union filed a complaint to the National Human Rights Commission of Korea for relief from human rights violations, claiming that Korea Southern Power Co., Ltd. mobilized subcontracted cleaning workers to clean the house.

The union held a press conference in front of the Human Rights Committee in Jung-gu, Seoul on the morning of the 10th and said, “The cleaning workers were abused at the South Power Plant where the subcontracted worker jumped in August last year.”

According to the union, on the 7th of last month, a team leader of KOSPO Service, a subsidiary of Korea Southern Power, ordered the cleaning workers to clean the house of the head of the Shinincheon Bit Dream Division of Korea Southern Power. Team leader Lee explained that it was “a situation that had to be done” when the cleaning workers did not comply with orders because they did not fall within the scope of their duties. In the end, three cleaning workers had to clean an apartment in Seo-gu, Incheon for three hours. An official from the labor union claimed, “As the new corona19 confirmed at the Shinincheon Bit Dream headquarters, the cleaning workers were instructed to wait for work, and the sudden cleaning of the company’s house would not have been possible without the instructions from Korea Southern Power.”

This is not the first time that allegations of power abuse have been raised in Korea Southern Power. In August of last year, a worker in his 40s from Korea Plant Service (HPS), a subcontractor in the field of regular maintenance of Southern Power, jumped from the roof of a three-story building in Busan Bitdream Headquarters. At that time, the cause of the death was pointed out as the cause of the death of Woncheong, such as instructions for maintenance of the air conditioner of the company house, which was not related to the ordinary maintenance work.

Korea Southern Power held the ‘Emergency Countermeasures for Gapjil Eradication Debate’ in October last year and announced comprehensive measures to eradicate it, including △diversifying education for Gabjil △applying a specific audit and zero tolerance principle △supporting substantial recovery of victims. The union pointed out that “just two months after Korea Southern Power announced its intention to eradicate the abuse, the incident of mobilizing cleaning workers to clean the house of the general manager recurred.”
