[중대재해처벌법 시행 유예된] 84% of serious accidents occur in companies with less than 50 employees

<p>84% of serious accidents occurred in companies with fewer than 50 employees.  It is expected that the voice for strengthening the supervision and support of industrial accident prevention is expected to be strengthened for these companies that are subject to the Act on Punishment of Serious Accidents from 2024.</p>
<p>On the 29th, the Ministry of Employment and Labor published a list of workplaces that violated their obligation to prevent industrial accidents, including those that were punished for having a serious accident.  Publication of the list is the duty of the Minister of Employment and Labor as stipulated in the Occupational Safety and Health Act.  The number of workplaces announced by the Ministry of Labor include 1,243 workplaces with serious accidents, workplaces with concealed/unreported industrial accidents, workplaces with fatal accidents, and workplaces with serious industrial accidents.  The number of workplaces decreased by 227 from 1,470, announced last year.</p>
<p>The workplaces included in the list are those whose sentences have been confirmed this year due to serious accidents and fatal accidents.  The industrial accident report is targeted at workplaces that have imposed fines for negligence more than once between 2018 and 2020.  This does not mean that industrial accidents or violations of the Occupational Safety and Health Act occurred this year.</p>
<p>There are 576 workplaces with serious disasters, meaning that at least one fatality, at least two people injured at the same time for 3 months or more, and at least 10 people injured or suffering from occupational diseases at the same time.  95 places decreased from 671 places last year.  484 (84%) were workplaces with fewer than 50 employees.  Only 27 companies (4.7%) had more than 300 employees.  By industry, 339 (58.9%) of more than half were in the construction industry.  Machine tools and metal manufacturing industries 82 (14.2%), chemical and rubber product manufacturing companies 25 (4.3%), and facility management and business support service business 20 cases (3.5%) were followed in that order.</p>
<p>There are 17 workplaces where two or more people have died in industrial accidents.  Hanwha’s Daejeon plant, where five workers died in 2018, and LG Display’s Paju plant, where three workers died in 2015, were included.</p>
<p>There were 23 workplaces that concealed industrial accidents and 59 workplaces that did not report the occurrence of industrial accidents.  Samsung Electronics’ Gwangju plant and GM Korea’s Changwon plant were included in the list of workplaces that were fined for not reporting to the Ministry of Labor within one month after the accident occurred.</p>
<p>There were 11 workplaces where serious industrial accidents such as fires and explosions occurred.</p>
<p>According to the Occupational Safety and Health Act, if a major accident occurs at a subcontractor due to a violation of the primary agency’s safety and health obligations, the list of the primary agency is also disclosed.  There are 377 prime offices that have been punished by the law, including SK Eco Plant, Hoban Industrial, and Ssangyong C&E’s Donghae plant.</p>
<p>Businesses and executives subject to publication are restricted from various government awards for three years.  The Ministry of Labor is planning to provide training to raise the safety awareness of the CEO of the relevant workplace.</p>
<p>Minister Ahn Gyeong-deok said, “According to the Serious Accident Punishment Act, which will be enforced next year, management managers are subject to mandatory safety and health education even if a serious industrial accident occurs. Please check it.”</p>
