Public workers declare ‘Struggle for dismantling the Ministry of Strategy and Finance’

The Korean Federation of Trade Unions (Chairman Dong-myung Kim) held a rally in the city center and called for the dissolution of the Ministry of Strategy and Finance. It is criticized for having overstepped the bounds of arbitrariness, such as putting the brakes on the introduction of the labor director system in public institutions that achieved a social consensus and passing on government policy failures such as real estate failures to public institutions.

The Korea Federation of Trade Unions Public Sector Union Council (KCTU), a consultative body of the Korean Federation of Trade Unions (Chairman Hae-Cheol Park), the Public Federation (Chairman Ki-Seop Ryu), and the Financial Union (Chairman Hong-Bae Park), was disbanded in front of the National Assembly in Yeouido on the afternoon of the 30th with 499 members gathered in front of the National Assembly in Yeouido. and held a resolution conference calling for acceptance of the six demands of public workers. The six requirements include withdrawal of the Korea Land and Housing Corporation (LH) innovation plan, △ abolition of the in-house loan system innovation guidelines, △ withdrawal of the wage peak system, △ cessation of wage system reform, △ introduction of the labor director system, and △ improvement of the management evaluation system of public institutions.

“Ministry of Strategy and Finance also brakes disaster subsidy and loss compensation”

The workers presented a ‘roadmap’ for the dissolution of the Ministry of Finance. Chairman Park Hae-cheol said, “The goal of this struggle, which started with the press conference on August 18, is now to go beyond fulfilling the six requirements and to dismantle the Ministry of Strategy and Finance,” said Chairman Park Hae-cheol. “We have found a way to move the money from the Ministry of Strategy and Finance to the Prime Minister’s Office,” he said. He added, “The correct answer is to dismantle the Ministry of Finance, which mismanages management evaluations by shifting the responsibility for real estate policy failures to LH and forcing the failed wage peak system to not be able to add.”

It is not only the labor sector that the Ministry of Strategy and Finance controls government policies. Chairman Park Hong-bae said, “The Ministry of Economy and Finance overturned an agreement between the Blue House and the Ministry of Health and Welfare to expand the public medical budget with health workers, and the health and medical union chairman is on a fast. The provincial Ministry of Finance is interfering with it and is doing a hack,” he criticized. He emphasized, “Let’s not wait until the next government, but right now, after the budget assembly is over, disband the Ministry of Finance and cut off Deputy Prime Minister Hong Nam-ki.”

The workers emphasized that they would take the lead in dismantling the Ministry of Finance. Chairman Ryu Ki-seop said, “The organization rate for workers in the public sector is close to 80%, but they do not have the right to collective bargaining guaranteed by the Constitution. there,” he said. This means that it is difficult to properly negotiate either collective bargaining or wage bargaining because of controls such as total labor cost. Chairman Ryu also said, “Even if it requires manpower and budget for work, the Ministry of Finance, which emphasizes efficiency or efficiency, must be disbanded without accepting it.”

Starting from the rally on this day, the KKTU plans to transform the struggle to criticize the Ministry of Finance and implement the six demands into a campaign for the dissolution of the Ministry of Strategy and Finance in the presidential election phase.

The Korean Federation of Trade Unions also contributed to the dissolution of the Ministry of Finance. Chairman Kim Dong-myung, who participated in the resolution conference, said, “I declare clearly that the complete dissolution of the Ministry of Finance and Economy is an important election policy of the Confederation of Trade Unions. said.

A member of the National Assembly from the Korea Federation of Trade Unions also visited the resolution meeting. Joo-young Kim and Su-jin Lee of the Democratic Party of Korea each visited the resolution meeting and emphasized, “As legislative workers, we will work together with workers.”

The National Assembly Planning and Finance Committee held a plenary meeting on that day as well, but failed to discuss the amendment to the Act on the Management of Public Institutions (Public Institutions Management Act), which is based on the introduction of the labor director system. On the 25th, it was not discussed in the bill review subcommittee. There was an expectation that the Democratic Party would break through the opposition and enforce it, but it did not materialize. At the plenary session on the same day, Rep. Kim Joo-young urged the secretaries of both parties to hold a meeting every day before the end of the session and to deal with the bill as soon as possible.
