Extreme confrontation was avoided, but the fire remained. The union of the Ministry of Veterans Affairs, which had predicted a strike on the 2nd, decided to temporarily postpone the industrial action and negotiate again as the Ministry of Veterans Affairs showed a conciliatory attitude. The union warned that industrial action could be resumed at any time if the management made another unrealistic demand. The National Veterans’ Union is a union led by veterans who directly visit and care for people of national merit such as veterans. Public officials are exposed to issues such as sexual harassment, human rights violations, excessive labor, and poor treatment. “Rejecting the wage request and ignoring the realization of transportation costs”

– The strike was postponed. what was the situation
“We set the 2nd as ‘D-day’, but the Ministry of Veterans Affairs and Veterans Affairs requested a conversation. They said they would consider our request prospectively. I decided to listen to the story. We have applied for post-arbitration with the Central Labor Relations Commission.”

– What was the issue?
“It’s transportation. Various other requests were delivered through wage negotiations, but none of them were accepted. So, first of all, I urged the realization of transportation costs, which can be viewed as business expenses. But even that was dismissed, saying that it did not increase the budget by a single penny. This is absolutely unacceptable.”

– Transportation expenses must be the travel expenses of a veteran service member.
“Yes. Veterans Servants visit three households a day to be serviced. It is rare for a service target to live in a city center where public transportation is active. They stay on the outskirts of small and medium-sized cities, including northern Gyeonggi-do. Unfortunately, it is financially difficult. In the first place, the business target is below the median income. So local public transport is poor. Visiting three households a day, using public transportation, can’t make it on time. So most of them use their own car. This maintenance cost, if not all, is demanding that at least the transportation cost according to the moving distance be realized.”

Serving veterans 71.9% “Perform business by car”

According to a survey by the labor union last month, 54% of veterans who served as veterans said that it was impossible to perform the service by public transportation. Of the respondents, 64.5% said they use their own car, and 7.5% said that they use public transportation and their own car at the same time. Only 28.1% of the respondents said that they work only on public transportation.

– How are the current transportation costs determined? what is the requirement.
“If you travel less than 30 kilometers per day, you will be charged 4,500 won per day. If you exceed 30 kilometers, 1,000 won will be added, and for 40 to 50 kilometers, 3,500 won will be added. This is divided into sections. I don’t know why it’s 4,500 won. First of all, we are demanding that the standard 4,500 won be raised to 7,000 won.”

– Do I have to use my own car?
“It is inevitable. Prior to problems such as long-distance travel, there are many places where public transport is not well equipped. A 20-minute drive takes about an hour by public transport. Unfortunately, public transportation is difficult to schedule due to the large interval between trains. Even so, three households a day have to visit and provide care services. You have no choice but to use your own car to physically match the time. In addition, you have to carry things like childcare items, but this is not easy if you use public transportation. At the very beginning of the project, the Ministry of Veterans Affairs and Veterans Affairs may have asked if you had your own car when hiring. But now, a disciplinary regulation has been put in place saying that you should not use your own car.”

– What is punishment?
“I am not responsible for the accident. Serving veterans is not allowed according to the rules, but there are times when service recipients are inevitably moved to hospitals or run small errands. I have asked countless times to solve this problem, but I do not accept it and if I do this with my own car, I will be disciplined. In reality, the intention is to avoid the cost or accident burden caused by using the own vehicle. There have been cases where insurance was handled in an actual accident and disciplinary action was taken.”

– I tried to talk one more time.
“As a result of voting in favor of or against electronic voting on the 15th of last month, the industrial action was approved with a turnout of 97.15% and an approval rate of 96.4%. During the voting process, I received a call from the Ministry of Veterans Affairs and Veterans Affairs. After much deliberation, we decided to talk first. If you stick to this nonsensical attitude again, you will not be left behind as much as you have already secured the right to strike.”
