The President of Peru, Pedro Castillo, he was officially notified about the vacancy motion that exists against him for permanent moral incapacity. The office has the signature of the head of Congress, Maricarmen Alva, and he is already in the office of the Government Palace.

In summary, the document serves to inform the Head of State of the existence of a vacancy motion against him presented this morning at the Document Processing and Digitization Area of the Congress of the Republic.

The notification was presented at averaging 3 in the afternoon, the time when Pedro Castillo was in Jauja, Junín department, in the event of rehabilitation and improvement of the pavements and passenger terminal building of the Airport of said city.

In his inauguration speech, he did not say anything related to the opposition’s attempts to remove him from power or any kind of reference against Congress, as he has done on other occasions.

“Let’s sit down to talk, let’s stop the useless confrontation that does a lot of damage to the country, let’s stop this confrontation that does a lot of damage to our teachers and children who are waiting for the presence, so that they go to meet their friends, their peers and the teachers “said a few days ago from Huancavelica.

The vacancy was promoted by the Congresswoman of Avanza País, Patricia Chirinos, to later receive the support of Popular Forcery Renovación Popular, so it has 28 signatures.

In the presented file it reads that “The moral incapacity of President José Pedro Castillo Terrones is based and recorded, in a systematic way, in the appointment to high public positions of people who are contrary to the rule of law and the democratic system for their terrorist ties and apology for terrorism, for their interference for personal motivations in the Armed Forces and Sunat and their total consent to the violation of the human rights of women through violence ”.

It is also specified that the vacancy of Pedro Castillo is due to a cause of permanent moral incapacity, a figure of exceptional gravity that falls solely and exclusively on the Congress of the Republic. In addition, they point out that the president’s silence is part of these disabilities.

“For surrounding important processes in government and state decision-making with silence and concealment, for having facilitated access to ministerial power for factions linked to the Shining Path criminal organization, factions such as Conare and Fenatep with which it is still committed and for appointing ministers linked to serious crimes such as terrorism “, it reads.

“By appointing non-suitable ministers for the position, which even affects the institutional framework of the Armed Forces and Police Forces, abruptly altering the meritocratic ranks of said institutions”, they add.

After the presentation of the motion for presidential vacancy, which has 28 signatures, at least 52 votes are needed for the document to be admitted to debate and thus make President Pedro Castillo go to Congress to answer a list of questions prepared by parliamentarians.

“87 votes are required in the extreme case [para vacar al presidente]”, maintains the political scientist Carlos Meléndez. “That means that the Executive should have at least 44 votes to protect itself. And this government, if we see the level of cohesion that exists between Peru Libre and Juntos Por el Perú, could have the votes to avoid this measure ”.

“There is a group of congressmen who as a priority what they are having on their agenda now is an ‘express presidential vacancy’ and that is not only a huge problem for the political system, but it further deepens the crisis of citizen trust that exists towards the Congress that for many decades has remained at very low levels “, comments political analyst Santiago Mariani.

But if the Congress of the Republic obtains 87 votes, the vacancy would be approved and consequently the departure of Castillo Terrones from the presidency of the Republic with just four months in power.
