Corona rules in the federal states: What applies where

Saxony in lockdown, Schleswig-Holstein tightened the rules, Bavaria is closing more and more: The federal states are reacting to the increasing corona numbers. What is currently applicable where?


As of today, strict rules apply to unvaccinated people in the state of Baden-Württemberg. People in the Schwarzwald-Baar district, in the Ostalb district and in the Biberach district are only allowed to leave their own four walls between 9 p.m. and 5 a.m. for medical emergencies and for work reasons, for example.

With the general decrees for the three districts, access to restaurants, hotels (with the exception of business travelers) and retail is only permitted to immunized – i.e. vaccinated and recovered – visitors and customers. Shops and markets that provide basic supplies such as grocery stores, pharmacies, petrol stations and post offices, parcel services and banks as well as companies that provide body-friendly services are excluded.

It can be assumed that these three circles will not remain in these three circles until the middle of the week and thus until the new Corona regulation, said the head of the Ministry of Social Affairs, Uwe Lahl.

The Corona “alert level” has been in effect in Baden-Württemberg since Wednesday, at which unvaccinated people are largely excluded from participating in public life. Only vaccinated and convalescent people now have access to cinemas, museums, swimming pools and most other public events.

Even those who can only show one negative test in restaurants or cafes have to stay outside. Schoolchildren have had to wear masks again since Wednesday. In addition, contact restrictions apply to unvaccinated people. You may only meet with one other person, alone or as a household.


Bavaria has also tightened the corona rules. From Wednesday a maximum of five unvaccinated people from two different households can meet. At theater and opera performances, sporting events, in leisure homes and at trade fairs, only 25 percent of the visitors are then allowed. The 2G plus rule also applies here. Clubs, discos, bars, pubs and brothels will be closed for three weeks. In the rest of the catering trade there is a curfew from 10 p.m. The Christmas markets are canceled.

In Bavaria, there is a lockdown within seven days in circles with a corona incidence of over 1000 new infections per 100,000 inhabitants.


The Berlin Senate wants to discuss 2G-plus rules on Tuesday. Even vaccinated and recovered people would then also have to show a current negative corona test. In the event of resolutions, new specifications would not be introduced until the weekend of 26/27 at the earliest. November grab it, it was said.

Stricter corona rules have been in effect in Berlin since last week: Since then, only those who have been vaccinated and recovered have access to restaurants, cinemas, theaters, museums, galleries or concert halls (2G), but not those who have not been vaccinated (3G). This also applies to sports and leisure facilities, amusement arcades, hairdressing and beauty salons, fitness and dance studios. This does not apply to people under 18 and those who cannot be vaccinated for medical reasons.


2G applies across the board in Brandenburg. Access to gastronomy is only possible with vaccination, convalescence, as a child up to their twelfth birthday and – as an exception – for young people up to their 18th birthday, provided they have a negative test. The 2G rule is mandatory for theaters, concert and opera houses, cinemas, casinos, amusement arcades, leisure pools, saunas, city tours and boat trips. A negative test is sufficient for children under the age of 18. Museums are not covered by the regulation.

2G also applies to adults in contact sports such as soccer or volleyball in sports halls. However, all other indoor sports, including swimming pools, may be practiced if the test is negative. The 3G rule applies to public festivals, 2G applies to hotels and guest houses. Overnight stays in holiday apartments and holiday homes, on campsites and charter boats are also possible with a negative test.

However, Brandenburg is also heading for more severe restrictions on contacts. According to information from the German Press Agency, the state government discussed possible contact restrictions for non-vaccinated people and an expansion of the 2G rule with access for vaccinated and convalescent people to retail without supermarkets etc. on the basis of a draft. The decision should be in the cabinet on Tuesday fall.


The lowest warning level 0 has been in effect in Bremen since the end of October. This means that the 3G rule is no longer applicable indoors.

The 2G rule is an option for higher warning levels. Restaurants, theaters, clubs or even music schools and sports facilities are also allowed to use them voluntarily. The 2G rule applies in many Bremen clubs and discos.


Stricter 2G rules have been in place in Hamburg since Saturday. After that, only vaccinated and convalescent people have access to certain areas such as restaurants, bars, clubs, discos, body-hugging service providers, indoor sports as well as leisure choirs and orchestras.

Essential body-hugging services such as hair cutting, foot care and medical treatments will continue to be available under 3G terms. With the 3G model, unvaccinated people can also be admitted if they present a negative corona test. There will be no tightening in retail for the time being.

The Hanseatic city had already introduced 2G as an option model in August for so-called public facilities such as restaurants, bars, cinemas and theaters.


In Hesse, the protective measures will be tightened in the middle of next week. In the country, regulations should then be implemented according to the changes to the Infection Protection Act determined by the Bundestag and Bundesrat, as well as changes based on the resolutions of the Prime Minister’s Conference. With the entry into force of new protection ordinances, only those who have been vaccinated and those who have recovered should be allowed access to indoor areas in restaurants, sports facilities or cultural institutions.

A further tightening of the mask requirement is also planned. In the future, it should apply to seats in schools, universities, hotels, cinemas and theaters. In discos, bars or prostitution places you need a vaccination or recovery certificate and a negative test. The protection ordinance will initially apply until December 23rd.

Mecklenburg-Western Pomerania

The 2G rule applies to cities and districts that reach the third of four warning levels on the state’s own corona warning light. Children under the age of twelve are exempt from 2G. This applies until the end of the year for twelve to 17-year-olds. Seven to 17-year-olds have to submit a daily test.

A 2G option model has been in effect for some time in pubs, restaurants and at events: if only vaccinated and genesis patients have access, many protective measures may be omitted, whereas in cinemas the 3G rule always applies.

Lower Saxony

A new, tightened corona regulation is to come from Wednesday. According to a draft, the 2G rule should apply to many events and locations (those present must be vaccinated or recovered) if a warning level applies in the district or city concerned.

A revised Corona ordinance has been in effect since Thursday, according to which 2G is mandatory for events with more than 1000 people indoors and in indoor catering from lower warning levels.

North Rhine-Westphalia

Prime Minister Hendrik Wüst (CDU) wants to introduce the 2G rule across the board in the leisure sector in North Rhine-Westphalia. This means that only vaccinated and recovered people are allowed to attend Christmas markets and football events.

According to Wüst, the 2G plus rule should apply in “situations with a particularly high risk of infection”. These include discos, but also carnival celebrations. The rule also provides for a test requirement for vaccinated and convalescent people. The 3G rule generally applies in hospitals, museums or indoor restaurants in North Rhine-Westphalia.

According to the Ministry of Health, the new Corona Protection Ordinance is due to appear this week.


From Wednesday, stricter corona rules should also apply in Rhineland-Palatinate. 2G is to come across the country with exceptions. The state cabinet wants to adopt the amendment of the 28th Corona Control Ordinance on Tuesday. In future, only the hospitalization rate will be decisive for the restrictions. If the rate is over 3, the 2G rule applies across the board. If the value rises above 6, then 2G-Plus applies, then vaccinated and convalescent people must also present a current test certificate.


Stricter rules came into force in Saarland on Saturday. The 2G rule generally applies in indoor areas such as restaurants. In clubs and discos it is supplemented by an additional test requirement. In schools there is a return to the mask requirement.


Saxony restricts large parts of public life. Except for the libraries, all cultural and leisure facilities, bars, clubs and discos are closing. The same goes for Christmas markets. The accommodation of tourists is prohibited. The gastronomy should be allowed to open until 8 p.m. with the 2G rule (vaccinated / recovered). The restrictions apply until December 12th.

Large events, festivals and trade fairs are also prohibited, as are tourist train and bus journeys. Dance, music and art schools, like adult education centers, are not allowed to teach. Offers for children and young people up to the age of 16 are an exception.

For hotspot regions with an incidence above 1000, there is a curfew for unvaccinated people from 10 p.m. Schools and day-care centers remain open. Daycare centers as well as elementary and special needs schools, however, have to go into restricted regular operations up to and including the Christmas holidays.

In addition, school attendance will be suspended until Christmas. In retail there are no restrictions for basic supply shops, i.e. for supermarkets, drugstores or pharmacies. The 2G rule applies to all others. Only those who have been vaccinated and who have been tested have access. This also applies to visiting the hairdresser. All other shops with services close to the body will remain closed. Professional sport is possible without a spectator, so there will be ghost games again in football.


In Saxony-Anhalt, too, the rules for containing the pandemic have changed in many areas of life. The previous 3G for vaccinated, convalescent and negatively tested indoors is now to become 2G. Entry is only granted to those who have been vaccinated and those who have recovered. The changes are expected to take effect before November 25th. According to a ministry spokeswoman, the goal is for the cabinet to pass the new 15th state ordinance on Tuesday.


Schleswig-Holstein has also tightened the protective measures. Since Monday, only those who have been vaccinated and recovered have access to the indoor areas of leisure facilities and restaurants. 2G is to apply to leisure events in the future.


The corona measures for Thuringia are to be tightened further. Prime Minister Bodo Ramelow referred to the high incidence and the high hospitalization rate in his state. He announced a special session of the state parliament for Wednesday, in which the revised regulation of the state government will be discussed. Thuringia will be based on Saxony.

Thuringia’s Vice-Prime Minister Georg Maier spoke out in favor of considering a 2G regulation in retail. So far, 2G was not planned for retail in Thuringia.
