Congress promotes a second chance for universities not licensed by Sunedu

The university reform is under attack by Popular Renovation. His parliamentarian, Esdras Medina Minaya, is the president of the Education Commission of the Congress of the Republic and has just presented a new project that promotes a second chance to unlicensed universities.

That is, private universities with a license denied by the National Superintendency of Higher University Education (Sunedu) will have a new term to accommodate what is required by the regulatory entity, according to what is stated in the bill n ° 777-2021-CR, which aims to promote compliance with the basic conditions of quality in the educational service.

Now, according to article 3 of the legislative proposal, they urge to establish a term of no more than 730 calendar days; that is to say, a maximum of two years, in search of unlicensed universities to regularize the required conditions.

It should be noted that the Sunedu It had already granted an extended deadline for compliance with the CBC and that even resulted in 92 houses of study and two graduate schools as graduates while 49 were denied.

The Education Commission has been questioned by some decisions taken that affect University Law 30220, the last of them to extend the delivery of the automatic baccalaureate until 2023.


A few weeks ago, the plenary session of the Congress of the Republic approved by majority the replacement text that modifies the University Law, in order to extend the term to obtain the automatic baccalaureate until 2023.

The legislative initiative of the Education Commission it was approved by 84 votes in favor, 11 against and 10 abstentions. In addition, she was exonerated from the second ballot.

In this way, it is established that students who have passed undergraduate studies in professional schools, both public and private universities, during the academic years 2020, 2021, 2022, and 2023, including the academic cycle 2023-2, will access at your request and automatically upon obtaining the bachelor’s degree.

It is specified that the norm approved by the national representation is of an exceptional nature. The president of the Education commission, Esdras Medina, argued that it was necessary to extend the validity of the automatic baccalaureate because the effects of the pandemic on the family economy have not yet been resolved.


Sunedu authorized, on an exceptional and temporary basis, universities and graduate schools to continue providing the educational services of their authorized programs in non-face-to-face or mixed modalities, without the need to previously go through a license modification procedure.

This measure, which seeks to facilitate the progressive return of face-to-face educational service in Peruvian universities, will be in force until December 31, 2022.

The provision, approved by the Sunedu Board of Directors through Resolution No. 121-2021-Sunedu / CD, is aligned with the National Emergency Plan of the Peruvian Educational System. Said plan establishes general measures aimed at regulating and technically accompanying the implementation of the distance and blended modality in higher education and technical productive institutions.

Until December 31, 2022, universities and graduate schools must continue to meet the non-face-to-face adaptation criteria established by Sunedu in March 2020, as well as the provisions of Vice-Ministerial Resolution No. 095-2020-of the Ministry of Education; and the related regulations that are approved within the framework of the National Emergency Plan of the Peruvian Educational System.

The regulations will allow universities to have time to review and restructure their educational models, define their adaptation strategies for non-face-to-face teaching, as well as incorporate the necessary resources to ensure the sustainability of their offer also in semi-presential and distance modes.
