JEP issues new orders to the agencies in charge of the protection of ex-combatants

Bogotá, April 19, 2021. (Colprensa – Álvaro Tavera)

Due to the murder of 296 ex-combatants, 21 forced disappearances and 67 attempted homicides Since the signing of the Final Peace Agreement between the Colombian State and the demobilized FARC guerrilla, the Special Jurisdiction for Peace (JEP) issued new orders to the Presidential Council for Stabilization and the National Protection Unit.

This was announced by the Section for the Absence of Recognition of the peace court after hearing the reports of the Council, the UNP and members of the Comunes party, and gave 60 days to the entity led by Emilio Archila to present a report that accounts for the coordination of actions necessary to adjust and approve the protection plan with a gender, ethnic and territorial approach.

“The situation is very serious, to that extent, in no way can we speak of an improvement in the situation here. More than 46 homicides in 2021 is a very serious situation. The State is not complying with the ex-combatants”, Said the magistrate, Gustavo Salazar.

He also asserted that he told the director of the UNP, Alfonso Martínez, that when it comes to human lives, the data on the percentage of gasoline and per diem used by the Comunes party are “irrelevant.”

For his part, Judge Raúl Eduardo Sánchez asked the entity led by Emilio Archila and the Comunes party about the continuity with which the Commission for the Promotion and Verification of Implementation (Csivi) meets and what are the goals of the meetings.

In turn, he asked the UNP for clarity regarding what is needed to evacuate the 101 protection requests that have not been resolved, which is why the Section ordered the entity to resolve them before the end of the year, and present a report in relation to compliance with the protection plan that guarantees the allocation of the budget for the Specialized Security and Protection Subdirectorate.

As long as it guarantees the sustainability of the individual and collective protection measures that are approved and the number of administrative personnel required to comply with the decongestion plan and the increasing number of applications ”, indicated the Section.

In the same way, he called a hearing reserved for the UNP and the Ministry to review the cases of the ex-combatants killed in the framework of the protection route in a thorough manner and called for the implementation of the Final Peace Agreement.

“I insist on expressing our deep concern about the attacks that almost 300 signatories of the Peace Agreement have already suffered. It is an unacceptable situation whose dynamics do not seem to have an end, which seriously affects the consolidation of peace in Colombia“Said Judge Ramelli.
