The planned out of the epidemic emergency is highly controversial. The Union has now sent the SPD proposals to revise the Infection Protection Act. Green ministers are even calling for a U-turn.
In the parties and federal states there is massive resistance to the corona course of the traffic light parties SPD, FDP and Greens. Now the Union parliamentary group has submitted its proposals for the planned revision of the Infection Protection Act to the SPD. From Union circles it is said that CDU / CSU, among other things, require employers to ask questions so that they can determine the vaccination status of their employees. According to the Union, there are also gaps in criminal liability in the plans of the SPD, Greens and FDP if someone tries to forge a vaccination certificate. Here, too, must be sharpened.
Countries should be able to act flexibly
The Union parliamentary group also called for the countries to be given the opportunity to take flexible measures, it was said in Union circles. There is concern that otherwise it will have to be readjusted soon if the corona situation worsens in the coming weeks.
North Rhine-Westphalia’s Prime Minister Hendrik Wüst emphasized that the traffic lights send two wrong signals in this situation: “It does not want to prolong the epidemic situation and curtail the rights of state parliaments in the fight against pandemics.” Both are irresponsible. The law planned by the traffic light weakens the country in the fight against Corona. “We will therefore push for changes for more protection in the Federal Council,” said the CDU politician.
The Union parliamentary group wants the epidemic situation of national scope to be extended by the Bundestag beyond November 25th and has formulated a corresponding motion for this, which the “Rheinische Post” initially reported on.
Green ministers are calling for a U-turn
The Prime Minister of Baden-Württemberg and Green Party politician Winfried Kretschmann is also calling for more leeway for the federal states. “The measures previously defined in the law are not sufficient,” he told the “Frankfurter Allgemeine Sonntagszeitung”.
The green health ministers from Baden-Württemberg, Hesse and Brandenburg, Manfred Lucha, Kai Klose and Ursula Nonnemacher, are calling for the corona emergency to be extended. “In view of the current infection dynamics and the burden on hospitals, which in some regions are already on the verge of absolute overload, the epidemic situation of national scope should be prolonged,” said a joint statement. “If there is no majority in the Bundestag for this, we countries need legal possibilities in order to be able to decide on further measures in an emergency.”
The FDP politician and health minister of Schleswig-Holstein, Heiner Garg, called for changes before the law reached the Federal Council: “What we cannot afford in this situation is to call the mediation committee.” He trusts the Ampel coalitionaries to give up previous positions if the current situation requires it.
The emergency is due to expire on November 25th
The potential government partners SPD, Greens and FDP want to let the legal status of the epidemic emergency expire on November 25th, thereby depriving the countries of the right to be able to impose lockdowns, school closings and curfews in the future during the pandemic. The previous legal basis for corona restrictions is to be replaced by a changed Infection Protection Act, which is intended to legally secure a smaller catalog of possible corona measures.
The Bundestag wants to finally discuss the plans of the traffic light groups on the Infection Protection Act next Thursday, the Bundesrat is to decide in a special session on Friday.
