More than a year after have left the project of the self-called “Fourth Transformation” (4T), the name of Jaime Cardenas Garcia It sounded again in the Mexican press in the last few hours.
The 61-year-old lawyer, with extensive experience in public office, studied at the National Autonomous University of Mexico (ONE) and in the Complutense University of Madrid (Spain). With these credentials he became one of the key officials to make the social policy of the president Andrés Manuel López Obrador.
And it is that in June 2020, he was appointed as head of the Institute to Give Back to the People the Stolen (INDEP), a dependency that concentrates resources and assets seized from organized crime and from corruption, to later be auctioned, and that the profits obtained are used in the construction of schools, sports units, buying ambulances, granting scholarships, among other things.
When announcing his appointment, López Obrador highlighted that this former electoral councilor (from 1996 to 2003) and former legislator of the Labor Party (from 2009 to 2012) is “A constitutionalist, a first-rate lawyer, honest, clean people.”
But apparently his integrity was what prevented him from lasting in INDEP, since only 107 days later he sent him a resignation letter to the Chief Executive, in which he pointed out that within this agency there are acts of corruption of the staff that have already been reported to the Attorney General’s Office (FGR).
“We found at the beginning of our function probable administrative irregularities, a valuation procedure that does not guarantee the principles of article 134 of the Constitution (the greatest benefit for the State), jewelery mutilation, contracts favorable to companies and not to Indep, and public servants contrary to the norms “
In addition, he warned that the institute had serious challenges such as payment debts for more than one billion pesos to its workers, as well as to the security companies that monitor the warehouses where the goods in possession are kept.
However, on September 22, 2020, when confirming his resignation during his morning conference, AMLO assured that it was due because Cárdenas García decided to return to his activities at the academy.
“The public administration, especially in times of transformation, requires a lot of dedication and fatigue. There are very good people, honest with convictions, intelligent, but they are not given the job as a public servant. The truth is that this is an apostolate and you have to resist and work hard, have poise, because whoever grieves, loosens up “
The foregoing has some truth, since Jaime Cárdenas is currently a full-time researcher at the Institute of Legal Research of the UNAM, as well as a researcher of the SNI, level III, of the National Council of Science and Technology (Conacyt).
In 2012, when he was legal advisor to the Labor Party (PT), coincided with Manuel Bartlett, who at that time was coordinator of the senators of that party.
This relationship generated a controversy in 2019, after his wife, Maria de la Luz Mijangos Borja was appointed as head of the Special Prosecutor’s Office in Combating Corruption and it was announced that she would possibly be in charge of investigate to the current director of the Federal Electricity Commission (CFE) of course illicit enrichment. In the end, and to the surprise of few, he did not proceed.
The relationship between Cárdenas and Santiago Nieto, former head of the Financial Intelligence Unit (UIF) has several years of history, since the also former deputy met him when he arrived in Mexico to do a postgraduate degree at UNAM, where gave him classes.
“In all positions he has shown good repute, hard work, intelligence, effectiveness and efficiency”, said recently about Nieto in an interview for The Eighth.
Thanks to the above, he was one of the guests who attended his wedding last weekend with the counselor of the National Electoral Institute (OTHER), Carla Humphrey, which was done in a luxurious hotel in “La Antigua”, in Guatemala.
However, unlike what was transcended in the media, he classified it as “Standard for an upper-middle class family”It did not seem excessive to him in any way.
“The dishes they served were Guatemalan food, the wine was Mexican. Perhaps the only eccentricity is that they gave you this Guatemalan rum called Zacapa “, remarked the former official, who also assured that 95% of the guests were their family and friends, although there was a group of 15 to 20 people” who they belong to the political group of different parties ”.
He pointed out that all the guests paid their expenses travel, lodging and transportation at your own expense.
In this sense, he stated that what caused Nieto’s abrupt departure from the FIU was not the luxuries, but having invited public figures, qualified as “Opponents” by the president, as well as the scandal that led to the businessman Ealy Ortiz and the dollars that you allegedly did not audit prior to your move.
“I think that if Santiago had not invited political or media figures, then surely the wedding would not have had any national repercussions and it would not have had the consequences if the event of Mr. Ealy Ortiz did not take place. All of this became scandalous from this incident. “
Finally, he revealed that Santiago Nieto decided to have his wedding in “Antigua” because It was the place where his mother, Aurora Castillo Escalona, died.
“One of the questions is why did you get married in Guatemala? There is a family reason, a sentimental reason. I know the media said it was for security reasons. The real reason is because his mother died there in that place “
He delved into that woman, PhD in Anthropology, was conducting studies on the Maya world, when his sudden death happened. This caused Nieto to take root a deep feeling for her and for the place where she passed away.
