The chancellor Santiago Cafiero reaffirmed Argentine rights over the Falkland Islands, South Georgia, the South Sandwich Islands and the surrounding maritime areas before the 51st General Assembly of the OAS, held in Washington. There he stressed that the country maintains the will to negotiate to find a peaceful solution to the dispute despite, as he said, “The British refusal to reestablish bilateral dialogue.”

“I come supported by the will and the unanimous sentiment of the Argentine people to evoke the historic American solidarity and to thank this permanent hemispheric support to the definitive solution of the sovereignty dispute between Argentina and the United Kingdom of Great Britain and Northern Ireland, through dialogue and negotiation “Cafiero began his speech.

In this sense, he clarified that “the passage of time has not weakened the validity of our claim or the strength of our conviction that this protracted controversy must be resolved through negotiations between the parties.” He also recalled that in 1965, through the adoption of resolution 2065 of the General Assembly of the United Nations, the Malvinas issue was characterized as a special and particular case of decolonization in which the existence of a sovereignty dispute is recognized. between Argentina and the United Kingdom that must be resolved by bilateral negotiations, taking into account the interests of the inhabitants of the Islands.

“The Organization of American States recognizes in its more than thirty resolutions and declarations of the General Assembly, adopted annually since 1982, the existence of the sovereignty dispute over the Islands and urges the parties to enter into negotiations to resolve it peacefully “, he highlighted.

In his speech, the former Chief of Staff warned that “the British usurpation, carried out in peacetime and contrary to international law in force at the time, it represented a breach of the Argentine territorial integrity, being protested immediately and never consented to by my country ”.

Cafiero highlighted the difference between Argentine citizens – who have limits to visit the Islands, establish residence, acquire land, contract a job or start commercial or professional activities on their own in the Falkland Islands- with the inhabitants of the islands who in Argentina have the right to acquire land in an unlimited way, to free education -including the university level- to access to health services at no cost, they have the right to vote and be elected.

“My country has repeatedly expressed its willingness to dialogue with the United Kingdom on all issues related to the ‘Question of the Malvinas Islands’; Argentina maintains its firm will to negotiate to find a peaceful solution to the dispute. Unfortunately, the British refusal to reestablish bilateral dialogue persists, contrary not only to the repeated resolutions of the United Nations and this Organization of American States, but also to numerous pronouncements from the international community ”, he denounced.

At the end of his speech, the Argentine Foreign Minister asked the Member States of the Organization of American States to “continue to support the call for the resumption of negotiations between Argentina and the United Kingdom, in order to resolve this controversy that affects to our entire hemisphere; I would then like to call on its members to continue supporting the achievement of this objective ”.

“I do not want to conclude, Mr. President, without first reiterating the gratitude of my Government to this General Assembly for continuing to examine the ‘Question of the Malvinas Islands’ in successive sessions. Likewise, I wish to thank the American States in advance for their support for this new draft of the “Declaration on the question of the Malvinas Islands,” he concluded.
